All good points - pity about the unfair reviews. A review should "do the right thing" by a book. One aspect you don't mention is the internet, specifically social media. In these days of fewer and fewer reviews of books in the mainstream media, publishers can gain quite a bit of recognition via social media, highlighting blog &website reviews, creating buzz, and so on. But maybe this is more of a publicist role than an editor's role? Authors seem to do quite a bit of it as well though as a reviewer, I try to keep away from them as they are a bit Janus-like, ie "buy my book" followed by "how dare you" when you write a review that is not 100 per cent positive in every respect.
